:: Not only is the Biebs getting midterms rescheduled, he may also be getting fined by the New York City Health Department for tattooing without a license. Last June, the pop star tattooed a very buff mouse and the word “swaggy” on friend and celebrity tattoo artist Bang Bang. The action carries a fine of up to $2,000. [New York Daily News]
